In the letter dated 08.11.2024 and numbered 12197, sent to our Chamber from the Union of Chambers and Commodity Exchanges of Türkiye,

It is announced that the European Commission has published the Draft Implementing Regulation on the Authorization of Declarants of the Border Carbon Adjustment Mechanism (BCMR).

The Implementation Regulation in question, a sample of which is presented in the Annex, will determine the procedures and principles regarding the authorization of SKDM declaration obligations;

- Communication between the applicant, the competent authority and the Commission,

- Application format and application submission procedures through the SKDM database,

- The procedures to be followed by the competent authority and the processing times of applications,

- Regulations will be made on issues such as the rules for determining the authorized SKDM declaration obligations of the competent authority regarding electricity imports.

The Draft Implementing Regulation is open to external stakeholders for comments until 20 November 2024, and comments can be submitted via the Commission's website below:

In addition, in case of any comments regarding the draft in question, it would be beneficial to send the reported issues to our Association ( esin.ozarslan@tobb.org.tr ) using the attached form to be forwarded to the Ministry of Trade in order to ensure the necessary coordination.
