In the letter dated 03.07.2025 and numbered 7449, sent to our Chamber from the Union of Chambers and Commodity Exchanges of Türkiye,
It has been reported that the European Union Council's negotiating position on the Draft Regulation, published by the European Commission on 13 July 2023 and covering vehicle design, production and management of end-of-life vehicles (ELVs) to increase circularity in the automotive sector, was accepted as of 17 June 2025.
In the position adopted by the EU Council;
In addition to light vehicles, heavy duty vehicles and special purpose vehicles are also included,
Obligation for manufacturers to prepare a circularity strategy that takes into account the dismantling and recyclability of vehicles,
Labeling of vehicle parts according to their material types,
Increasing recycled plastic usage rates,
Expanding producer responsibilities and linking the ELV processing process to stricter regulations,
Launching the digital circularity passport application,
There are provisions such as strengthening controls in import/export transactions.
In the next stage, negotiations are expected to begin between the Council and the Parliament after the European Parliament adopts its position.
