The Industrial Emissions Management Regulation was published on January 14, 2025, and will enter into force on December 1, 2025. The Regulation and its Annexes are presented as an appendix to this article.
The purpose of the regulation is to prevent and reduce industrial emissions and waste generation that cause air, water, soil, noise and odor pollution at their source and to regulate administrative and technical procedures and principles for green transformation, circular economy and decarbonization in industry in order to use resources efficiently.
In summary, the Regulation introduces new regulations regarding the following issues:
Facilities performing activities listed in the annexes to the regulation are required to obtain a Green Transformation in Industry (GIT) certificate. The required sectors are categorized into six categories in Annex 1: Energy, Metal Production, Minerals, Chemicals, Waste Management, and Others. Annex 2 defines organic solvent use activities (coating, cleaning, printing, surface cleaning, etc.).
These facilities will need to obtain a SYD certificate to complete the environmental permit and license process.
It is regulated that personnel with at least three years of experience working in environmental management units of facilities applying for the SYD certificate can take part in the certification process related to their own facilities only, as SYD responsible persons, within the framework of the procedures and principles determined by the Ministry, provided that their CV is included in the evaluation report.
It is stated that a pool of responsible people will be created by the Ministry to serve as SYD responsible and chief responsible and the assignments will be made by the Ministry.
The SYD evaluation report performance indicators have not yet been clarified and will be published on a sectoral basis until the Regulation enters into force.
