In the letter dated 24.03.2025 and numbered 3189, sent to our Chamber from the Union of Chambers and Commodity Exchanges of Türkiye,

In the first paragraph of Article 6 of the Regulation on the Trade of Motor Land Vehicles, the conditions required for granting an authorization certificate to businesses engaged in the trade of second-hand motor land vehicles are determined, and within this framework, it is stipulated that the motor land vehicle buyer and seller who applies for the authorization certificate must be at least a high school graduate.

However, in the Provisional Article 1 of the Regulation, it is stated that, as of 27/08/2024, the requirement for a high school graduation will not be required for applications for authorization certificates made until 1/3/2025 on behalf of businesses registered with a professional chamber or paying income or corporate tax on second-hand motor land vehicle trade, and that our Ministry is authorized to extend this date by six months.

Based on this regulation, our Ministry has extended the application deadline for an authorization certificate until September 1, 2025 (for six months). This extension applies only to the application period, and the requirement to be registered with a professional chamber or to pay income or corporate taxes for second-hand motor vehicle trade as of August 27, 2024, to benefit from the high school graduation exemption remains unchanged.

In this regard, as of August 27, 2024, the graduation requirement will not be required for applications for authorization certificates to be made by the business owner of a natural person business registered with a NACE code for income or corporate tax or professional chamber of commerce in motor land vehicle trade, or by one of the authorized representatives carrying out second-hand motor land vehicle trade activities in legal entity businesses and branches, until September 1, 2025.
