In the letter dated 20.11.2024 and numbered 12681, sent to our Chamber from the Union of Chambers and Commodity Exchanges of Türkiye,
In the articles registered in the interest section of the General Directorate of Customs regarding the "NCTS Phase 5 Transition Process", "Exit Notification Regulation" and "E-Signature Applications" that were shared by the General Directorate of Customs regarding the NCTS Phase 5, which was put into effect on 17.11.2024;
About the NCTS Phase 5 transition process:
It has been announced that some of the Ministry's customs practices will not be accessible during the transition to NCTS Phase 5, which has been put into effect in our country as of 17.11.2024.
In this context, as a result of the evaluations made jointly with the Ministry's General Directorate of Information Technologies, the list of shared customs applications that are related to the NCTS program and that are deemed appropriate to be closed until the transition period in question is completed is as follows:

Regarding the NCTS Phase 5 exit notification regulation:
With NCTS Phase 5, it has been announced that if the export declaration is linked to the transit declaration created in NCTS and the transit declaration is to be recorded in the exit declaration, the code "NCTSP5" will be used instead of the code "NCTS" for the "Declaration Type" in the "Relevant Declaration for Export" section of the exit declaration.
About NCTS Phase 5 e-signature applications:
It has been reported that a draft Communiqué regarding the amendment of the Customs General Communiqué No. 4 (Transit Regime), in line with the update coming with NCTS Phase 5, has been prepared and sent to the Presidency to be published in the Official Gazette.
With the amendment of the Draft Communiqué, the first paragraph of the 17th article of the Customs General Communiqué No. 4 was changed to: "(1) The transit declaration shall be made in Turkish and submitted to the relevant departure customs administration with an electronic signature through the system.
is changed to "sent..." and the first paragraph of Article 58 of the Communiqué is authorised to take all measures it deems necessary to ensure the implementation of this Communiqué and to examine and finalise special and mandatory situations and matters not included in this Communiqué.
In this context, in order to ensure that the taxpayers do not experience any grievances during the transition to implementation process until a new announcement is made by the Ministry on this issue, it has been announced that at this stage, the transit declarations issued within the scope of NCTS will continue to be accepted by the customs administrations if they are sent with wet signatures as well as electronic signatures.
