In the letter dated 27.12.2024 and numbered 14147, sent to our Chamber from the Union of Chambers and Commodity Exchanges of Türkiye,

In the letter dated 19.12.2024 received from the Ministry of Trade; in the letters dated 02/12/2024 and 11/12/2024 shared by our Moscow Commercial Counselor's Office, it was stated that, based on the feedback of many company officials from the transportation sector, the goods are subject to physical inspection by the customs authorities upon entry into Russia for transportations made from the Russian Federation (RF) to another third country and that delays are experienced and that strict controls are carried out by the Russian Magaramkent Customs Directorate upon the entry of European-origin products into Russia via Azerbaijan. Thereupon, a letter was sent to the Federal Customs Service of the Russian Federation on 29/11/2024 requesting information on the subject and requesting that our transporters' customs procedures be accelerated.

On the other hand, in the same letter, it was stated that the products included in the list of dual-use items specified in Annex 3 of the Government Decree No. 313 dated 09/03/2022 and accessible at ( https://www.alta.ru/tamdoc/22ps0313/#pril3 ) are not allowed to transit through the territory of the Russian Federation, and it was recommended that carriers be careful in this regard and consider alternative routes.

In this context, it was stated that previously it was mandatory for vehicles engaged in international road transport in the Russian Federation to make an appointment for a specific day and time for crossing the border gates to be determined by the government, and that the electronic appointment application was started for the Bugristoe (Бугристое) on the RF - Kazakhstan border, the Zabaykalsk (Забайкальск) on the RF - China border and the Chernyshevskoe (Чернышевское) on the RF (Kaliningrad) - Lithuania border, and that this time the Tagirkent-Kazmalyar (Tagirkent-Kazmalyar) border gate on the Russian Federation-Azerbaijan border was added to the crossing points where electronic appointments are applied, effective from 25/12/2024.
