Regarding the use of TIR Carnets in transit shipments through Syria.

Dear Member,

In the letter dated 05.02.2026 and numbered 1855, sent to our Chamber from the Union of Chambers and Commodity Exchanges of Türkiye,

In a notification sent to the Union of Chambers and Commodity Exchanges of Turkey by the International Road Transport Union (IRU), regarding the use of TIR Carnets in transit shipments through Syria, it is stated that Syria became a party to the TIR Convention in 1999, that the TIR System is currently implemented in Syria, and that TIR Carnets are accepted by Syrian customs administrations within the framework of the Convention's provisions. In this context, it is indicated that shipments transiting through Syria to subsequent countries, including the Gulf states, can be carried out within the scope of the TIR System.

On the other hand, transit shipments are currently being carried out via Syria and these shipments are being completed without any problems.

Best regards.
