About Master Instructor Certificate

Dear Member,


In the letter dated 12.11.2025 and numbered 14724, sent to our Chamber from the Union of Chambers and Commodity Exchanges of Türkiye,


In the article titled "About the Master Instructor Certificate" of the General Directorate of Vocational and Technical Education of the Ministry of National Education, the procedures and principles regarding the conditions under which people who have been working in their profession for many years but do not have a master or master instructor certificate can obtain these documents are explained.


In the article in question;


  • According to Article 28 of the Vocational Education Law No. 3308, "Those who have earned the journeyman qualification and have worked in their profession for at least five years can directly participate in the mastery exams. Those who successfully complete these exams are given a mastery certificate."


  • According to Article 31 of the same Law, "Those who have achieved mastery competence are entitled to receive a master instructor certificate when they successfully complete the business pedagogy courses opened by the Ministry. In addition, those who have achieved mastery competence and can document that they have worked in their profession for at least ten years can directly participate in the business pedagogy course exam."


  • According to Article 70/A of the Ministry of National Education's Secondary Education Institutions Regulation, "Those who have a master's/business opening certificate, a four-year vocational and technical secondary education diploma, or at least an associate's degree can participate in the business pedagogy course. The course can be delivered via distance learning, and exams can be administered in the form of e-Exams."


  • According to Article 7 of the MEB Directive on Recognition of Prior Learning, Equivalence and Measurement and Evaluation Procedures, "Those who prove that they have worked in their profession for at least five years with Social Security Institution or BaÄŸ-Kur documents and tax liability certificates are accepted to the mastery exams."


In this context;


Persons who have worked in their profession for many years but do not have a mastership or master instructor certificate can apply to the Vocational Training Centers affiliated to the Ministry of National Education in accordance with the above-mentioned legislation and receive the said certificates if they pass the exams.
